16-year-olds may soon ride a gearless scooter legally; govt plans to fit speed limiting devices in vehicles

If a new proposal is passed in the parliament, 16-year-old may soon be able to ride a gearless scooter in India legally. The scooters, however, should have a displacement of below 100cc which does not give you a lot of choices and we feel the displacement should be raised to 110cc.

According to a PTI report, the proposal was recommended by a group of ministers who made a number of suggestions, said Minister of State for Road Transport and Highways Pon Radhakrishnan to the Lok Sabha. Moreover, Radhakrishnan also added that the government plans to fit speed limiting devices on certain categories of transport vehicles having maximum preset speed of 80 km per hour.

Radhakrishnan told PTI, “There is a proposal to allow licence after 16 years of age for gearless scooters below 100 cc. Ministry of Road Transport and Highways has issued notification…wherein speed limiting device or speed limiting functions are mandated to be fitted in certain categories of transport vehicles having maximum preset speed of 80 km per hour conforming to the standard.”

The Ministry has constituted a panel to to prepare a draft for stricter road safety bill. This panel will comprise of Transport Ministers from states, headed by Rajasthan Transport Minister Yunoos Khan.

  1. Driving lessons should be given first to 16year below. If he /she clears the lessons then he should be given temp driving licence.

  2. It is/was already in place in Maharashtra. Not sure about other states. I myself had such license when I was 16 i.e. motorcycle and scooter without gear. It was renamed from earlier licence which my elder bro secured. Earier it was Motorcycle and scooters without gear below 100cc.

    We were waiting like crazy to become 16 only for this reason. We had TVS Luna at that time, so didnt care about turning 18 and secure full geared license. It helped me attend HSC tuition classes.

  3. Currently 16 year olds can legally drive two wheelers but they have to be gear-less and below 50cc. That basically means only a TVS – 50.
    I suppose this is a welcomed change as long as appropriate training is given to our youth.
